PROBLEM: HOW TO DETONATE WOULD-BE SUICIDE BOMBERS LOADED WITH EXPLOSIVES

Heat rays or microwaves? Remotely exploding explosives via microwaves. This was a technique used in a comic book by Batman who remotely detonated explosives floating in the harbor of Gotham City.

Farfetched? Not so far fetched as you might think. Look below:
